This may be do to wakeup not being enabled for the USB host controller 
to which the mouse is connected. This can be checked by catting the file 
/proc/acpi/wakeup. If the USB host controller to which the mouse is 
connected is not enabled, then it can be enabled by echoing the device 
name of the USB host controller to /proc/acpi/wakeup.

I addition, some motherboards require either additional BIOS settings or 
jumper settings to apply power to the USB host controller during S3 sleep.
