I think the confusion here is that many distros (eg mythbuntu) do run
x11vnc to facilitate remote access. x11vnc is a copy of the local X
server so requires a local X server to copy. If X won't start then
x11vnc won't either.
As has been pointed out Xvnc does not have this problem.
