The was a desire awhile back to allow creating a new rule, probably by
having ProgramInfo::ShowRecordingDialog() add another button.  It's
never been added since it was never important enough and there were
usually work arounds.  BTW, you can already create a new rule by
pressing 'E' but that only supports adding search rules.
