Who says they are?

DVI-I has all the pins necessary for both DVI-A and DVI-D.  When you use 
a DVI-D monitor it gets the DVI-D signal - which should be digital all 
the way. If you use a VGA monitor via a DVI-I to VGA adaptor then you 
get your D/A processed signal.
