Be very careful, make sure you discharge the HV before putting your  
hands inside the unit. There are capacitors that can hold a charge for  
many minutes after the set is turned off.

You really should measure the high voltage after a flyback  
replacement, but I suspect you do not have a voltmeter designed for  
upwards of 20K volts.

Probably safer to go with the board replacement, but of course that'll  
cost you another $100.
