§ 76.54 Significantly viewed signals;
method to be followed for special
showings.
(a) Signals that are significantly
viewed in a county (and thus are
deemed to be significantly viewed
within all communities within the
county) are those that are listed in Appendix
A of the memorandum opinion
and order on reconsideration of the
Cable Television Report and Order
(Docket 18397 et al.), FCC 72–530.

it then goes on to say the following:
- A cable system with more than 12
usable activated channels ...shall carry
local commercial television stations up
to one-third of the aggregate number
of usable activated channels of such
system.
=so they only have to carry up to a certain number of local stations...

Appendix A as noted shows all stations they *must* carry up to their
obligated number of stations to carry. If they have extra channels,
depending on their size they must also carry a certain number of other
local stations that may be low power.(this is where the public access
thing comes in to play)

so no they are not required to carry ALL OTA stations. certain ones
they have to, others they can under their discretion, as long as they
meet the requirements the FCC has layed out for them.
