Yes, that was what I was referring to.  I was simply paraphrasing what
was discussed in the link I provided.  In that discussion it was (again,
paraphrasing) that the 'commercials were using a different encoding'.  

Brian Wood just hypothesized that it was due to a different treatment of
filmed material, but it does seem that it is the commercials that are
causing the problems.
