Last night's episode was recorded OTA HDTV by my Athlon XP 2000+ (slave
backend) and commflagged remotely (using myth to stream the file) by my
Athlon XP 2400+ (master backend) while recording (meaning it had to wait
a couple of minutes (8, I think) to build enough of a buffer to do the
logo detection) and still took less than an hour. From the log (which
comes into play for your second question):
2007-02-18 21:00:50.215 JobQueue: Commercial Flagging Starting for
Family Guy "The Tan Aquatic With Steve Zissou" recorded from channel

break(s) found.
