Though, really, for transfer rates, Mb/s is standard--i.e. 1,000,000
bits/sec.  The use of power-of-two "binary" prefixes (or the use of
"standard" prefixes to indicate a power-of-two value) would be very unusual.

Meaning 19,600,000 bits/sec.  Same should apply for bitrates of
audio/video, etc.
