Obviously it could be the capture card, about the only way to be sure is
by substitution. It would have to be the tuner or tuner control circuits.

Channel 30 is not a break point between frequency bands, but the way
cable companies channel map these days it's hard to tell what might be
happening.

Often a bad connection will allow the higher frequencies to pass
reasonably well but will cause problems at the lower frequencies, the
apparent "cliff" effect is because channels come in "bands" with
significant gaps between them.
