You should clear your cards and inputs then add then in your
new order of preference. This situation of adding a preferred
card later is one of the examples in the attached upcoming
addition to the HOWTO.

If the priority for each input is equal, the lowest numbered
cardinputid is chosen first. There is a difference if you
use input priority. What you have says 'postpone recordings
to the middle of the night or days later to be sure to use
"Tuner 3" and never use any other card unless you have to'.
I doubt this is your true intention.

Note, however if "2nd PVR-500 seems to get a better quality
picture" means that each of its tuner are better than each of
the other tuners then you would likely want:

Card 1 Priority  0 PVR500 #2 Tuner 1
Card 2 Priority  0 PVR500 #2 Tuner 2
Card 3 Priority -1 PVR500 #1 Tuner 1
Card 4 Priority -1 PVR500 #1 Tuner 2

This says record stuff asap on 1 and 2 but don't use 3 if the
show could be recorded later on either 1 or 2. If there are
three shows with only one showing at the same time then use
card 3 for the lowest priority of the shows.

In fact, you could do this without renumbering by setting the
inputs for PVR500 #2 to 0 and those of PVR500 #1 to -1. However,
for the long run you should renumber so that your inputs are
in the correct default order.

Once you renumber them so that these are the lowest numbered
cards. that will happen.
