   I ran into a similar problem to this; two things were needed to solve it:

1) Go into /etc/mysql/my.cnf and change the bind-address parameter to your IP 
address.  That one was easy to find.  The more difficult one to find was:

2) I had to use phpMyAdmin to clone the MySQL root user creating one to be 
able to log in from my own IP address (e.g. from 192.168.0.8 -- just 
localhost won't cut it).
