Looks like I got this wrong the input connections should look like this
DVB[1] (DVBInput) --> Freeview

DVB[0] (DVBInput) --> Freeview

ie only one video source is needed, both cards point to the same video 
source, AND there is only a need to tune the channels against one card. 
This makes a lot more sense, especially when I add in the DVB -S card at 
a later date.
