TV-out is supplied by the graphics card in your machine, not your 
Tuner/encoder (except in the case of the PVR-350 card which combines 
TV-out with encoding).

If you graphics card does not have TV-out capabilities, then you can use 
a VGA->TV converter or you can replace your graphics card with one that 
does (nVidida for example).
