Correct.

Not currently.  It is on my TODO list to allow the user to edit
the commercial skip list instead of the cutlist in the editor, but
I haven't got around to looking at that yet.

Both of these should accomplish the same thing, so I'm not sure why
you were seeing what you describe.  Did you exit by hitting ESCAPE
or using 'M'?
