avidemux2 is a great tool both for cutting commercials without
transcoding, and for transcoding to xvid+ogg:

For simple DVD authoring, I use DVDStyler to create an ISO:
http://dvdstyler.sourceforge.net/docs.html
Both are available for both windows and linux. They aren't integrated with
MythTV, but they work fine for me.
