I thought I had this figured out - but it is still doing it.
This only seems to happen with playback of recorded shows. It's like clock work - you can set you watch by the fact EVERY 15 sec's it drops frames and causes stutter. Here is the verbose playback:
2005-01-01 10:41:47.519 A/V diverged by -3.12872 frames, dropping frame to keep audio in sync
2005-01-01 10:41:47.519 A/V diverged by -3.86004 frames, dropping frame to keep audio in sync
2005-01-01 10:41:47.519 A/V diverged by -4.16127 frames, dropping frame to keep audio in sync
2005-01-01 10:41:47.519 A/V diverged by -3.38317 frames, dropping frame to keep audio in sync
2005-01-01 10:41:47.519 A/V diverged by -3.30162 frames, dropping frame to keep audio in sync
'video_output' mean = '31624.08', std. dev. = '9237.47', fps = '31.62'
2005-01-01 10:41:48.218 A/V diverged by 3.09156 frames, extending frame to keep audio in sync
2005-01-01 10:41:48.285 A/V diverged by 4.31919 frames, extending frame to keep audio in sync
2005-01-01 10:41:48.351 A/V diverged by 4.2359 frames, extending frame to keep audio in sync

2005-01-01 10:41:48.551 A/V diverged by 3.39417 frames, extending frame to keep audio in sync
My setup:
