No, not really. They have to reserve 2 frequency slots for the 
remodulated signal anyways. This has to do with limitations of the 
remodulator, and with an "echo" signal beside the true signal which 
makes the adjoining frequency slot unusable anyways.

By using the channel layout as they are using they can:
- make most efficient use of the available bandwidth in order to
- fit in as many as possible of DVB broadcast channels and
- Euro-DOCSIS downstream channels
both of which are 8MHz DVB MPEG signals.
If i remember correctly there are 3 of the latter present on the cable.
