basically, yes. I have an M6000 and with the MPEG2 decoder doing all the 
work, the CPU sits at about 25% for liveTV. 

I use a DVB card (Nova-T) instead of the analogue PVR250, so i can't say 
what CPU usage the PVR250 requires (does it have an on board MPEG encoder?).
