Set what to run on startup? lircd or irw? I assume lircd, and no, that 
isn't the problem. It has to be running for irw to do anything.

It failed, because it wasn't actually running.

It lied. It isn't okay.

See what you get from...

# /sbin/service lircd status

...just after you've started lircd. I'm assuming you'll get a message 
about it being dead. There's likely a mis-configuration somewhere if 
that is the case.
