I e-mailed Hauppauge about a replacement IR Cable for my ebay purchased 
card and received this response:  

Please contact our sales department at 631-434-1600 to order the 
replacement ir cable at $7 plus $1 shipping charge. We accept visa, 
mastercard and amex and will be available M-F, 9AM to 6PM eastern time 
following the New Year holiday weekend. Thank you. Sales dept.

For $8, It's not worth building it.
