I believe any fully video4linux-compliant capture card should do.

You're not likely to save much getting tunerless cards, but good luck.

Yes. Lots of folks use them.

Not even close. One of the people involved with the pcHDTV projects 
recommends a HyperThreading P4 at 3.0GHz+.
