Yes.

Most tuner cards have both an antenna input and composite and/or 
svideo. Hook the antenna to the antenna input and the Dish box to svid 
or composite, and you can do both with one card. You'll only be able to 
use one input at a time, so an extra card would allow you to record and 
watch something else at the same time, record something OTA and off 
Dish at the same time, etc.
