I did read what you wrote, and you asked wether this setting was used
for anything. That's what i was referring to.

Looking at the code (which i didn't write, only sent some
patches) confirms my memory that mythfilldatabase only understands 
Timezones in numerical format, like +0100, but not CET.

In the case of CET,PST... it will do simply nothing.

What i don't understand is why it's been working for you in the
past. Can you post an example of your xmltv listing script during summer
time?
