[mythtv-users] Cannot change frequencies with test_ioctl

Tuner 4?  I think you are a bit confused about what that option means. 
On most PVR-250s and similar hardware, there is a *input* 4, which is
usually connected to the tuner.  Try using test_ioctl without that tuner
argument.
