I just installed on Fedora 1, using your docs and I got around this by installing lirc rpm with yum.  Whem I did rpm -q I noticed that I had the lirc-kenel module and the lirc-lib rpms and not just lirc.  I don't know if this the right way, but it gave me all the irx commands and lircd.
