Do you already have onboard video or PCI video that supports XV?  If so,
consider a scan converter maybe.  There are a few decent PCI graphics cards
out there, but I don't know enough about to recommend anything.  (I had a
client who bought a cheap Dell that had only PCI, too.  We ended up getting
him an Nvidia GeForce2 PCI card).
