William,

You might want to consider either increasing the CPU,
or getting a hardware MPEG-2 encoder.

Right now, my MythTV machine is an Athlon 1.4GHz (not
an XP+ CPU), with 512MB SDRAM (old board, old CPU). 
My machine struggles to record and playback
simultaneously (i.e. live TV), dropping frames every
now and then.

Once I get some money, I'll probably be putting in an
Athlon CPU with an XP2400+ CPU (I live in the Bay Area
of California, so chances are I can find a
motherboard/CPU combo at Fry's for less than $100).

I believe that the consensus is that with a software
capture card (like the ATI one you mentioned) requires
1GHz for encoding, and an extra 500MHz for playback.
