[mythtv] #2782 (automatic simultaneous jobs scaling)

Since 0.23 is out and the developers are now busily working on 0.24,
may I put in a good word on behalf of #2782? I've been using this
patch for several months with 0.22 and the 0.23 RCs. Like its author,
I can report nothing but good results letting it spawn (or not) both
transcode and commflag jobs. The patch also fits well with the
developers' declared intention of removing settings whenever possble.
