[mythtv] Windows packager using MD5

After a recent change to win32-packager.pl, I often get:

...
effect failed, files NOT identical size,mtime, and MD5: (C:/mythtv/ 
mythtv/svn_info.txt => C:/mythtv/mythtv/svn_info.new)


Doing a touch on both those files gets me past it,
but I'm wondering if we really need to be so thorough?
