Yes, but it would be even more confusing to have to hit the down arrow button 
to move the focus right, and the right button to move down.  Perhaps the 
arrow keys should be a special case that always navigate based on screen 
geometry, so theme designers would be free to lay out screens however they 
like without worrying about confusing the behavior of the arrow buttons.
