flac is only necessary for MythMusic I think, so I wouldn't worry about that
for now.  There's a Windows version of Lame that compiles without cygwin.
Anyway, I'm going to get the basic environment figured out and documented
and I'll let you know once I do, and we can figure out what to work on at
that point.  Of course feel free to poke around in the meantime (as you
already seem to be doing).
