I didn't know either, so I googled for it. It's explained here:

Apparently (according to Gentoo ppl) they follow the FHS since there is 
nothing said about where it should be put. btw, I never heard about 'FHS' 
before, so don't nail me on anything.

PS: neither googling for "kde site:www.pathname.com/fhs/" nor "gnome 
site:www.pathname.com/fhs/" return anything, so well...
