Hmm. I don't know how you reached that interpretation from the URL you
sent. That URL says you should install your KDE and GNOME and X11 programs
into /usr directly, ie don't use /usr/X11R6 for example, and don't use
/opt/kde. There's no mention of /usr/kde at all, nor any exemptions 
from the FHS.

/usr/kde doesn't seem to comply with Gentoo's howto.
