[mythtv] Patch for ivtv alpha setup, honors on/off bit

Ah, I see, the whole get ioctl is broken too, so fixing both in ivtv
will get everything working without any changes to Myth.  Cool, thanks
for clarifying that, looks like the whole 'state of the osd' ioctl stuff
kind of left this part unfinished, interesting, much easier to fix this
way (I think the firmware api is weird for this, which is probably why 
the ivtv api abstraction of it is like this currently, looks like there's
3-4 settings set with 1 api cmd which to view them there's 2-3 api commands,
something odd like that).
