MythWeather requires the CVS version of MythTV. 

As for the copyright issues and using other people's graphics, it's a
non-issue at this point. Nathan Ziarek has submitted graphics for 
MythWeather
to use. See http://www.untzuntz.com/mythtv/weather for updated screenshots.
