So, the answer was more experimentation with fbset.
With Hardware MJPEG, Quality 100, Decimation 2, and MP3 Quality 7,
here's the top output from my machine for Live TV:

This is an Athlon XP 200+ with 512 MB, UDMA 100 80 GB Disk, and G400-TV
for capture and TV out.
I'm ecstatic with the results. There's still some tweaking to do with
respect to the video out, but not too shabby.
One problem I'm having is that the bottom part of the OSD does not
display (however the channel does, and the pause overlay works too).
Any ideas?

Has anyone been able to do simultaneous capture and playback through a
G400-TV?
On a side note, video captured on an ATI-TV Wonder and output through
the g400-tv is cropped approximately 5% on the right side.
The MythTV menus appear fine and full screen, however when watching live
TV, a portion of the captured video just appears to be missing -- Any
ideas?
