Log:

This lowers the frequency tuning timeout for ATSC from 2000 ms to 500 ms.
The timeout for finding ATSC tables is still 1500 ms.

Also this fixes a little bug in channel::SwitchToInput() 
where it was ignoring the setstarting param.
