This is definitely not the case in the US with ATSC.  The serviceid
appears to have been set from the "program #" used to pick out streams
being broadcast on the same frequency.  They are typically low
numbers, like 1-5, for each distinct frequency.  So when an individual
subchannel, like virtual 4.1 (I'm not sure if technically 4 is the
virtual channel or 4.1) moves to another frequency it often needs a
different, low, number.  But, as I found and others have said, it
seems to be informational only.
