That seems to be the default, see 
https://askubuntu.com/questions/1356581/can-we-get-debug-packages-in-launchpad/1356781#1356781 
.  Someone with access to the ppa needs to enable it.

A reasonable goal, but the dbgsym packages need to be enabled and 
mythtv-dbg converted to a transitional package as you suggested 
https://github.com/MythTV/packaging/pull/76#discussion_r402787407 .
