It is hard to get a new RPI4. I'm still waiting on an 8GB model.  But I do
have 4 4GB models. I compiled on Bullseye yesterday and can share the .deb
with you until you get the new RPI4.  Here's a link to the .deb on my
Google Drive.

You should be able to run it on a 1GB rpi4 because I'm showing with
mythtv-backend and frontend running just 512M used:
               total        used        free      shared  buff/cache
available
Mem:           3.7Gi       512Mi       153Mi       103Mi       3.1Gi
3.0Gi
Swap:           99Mi       0.0Ki        99Mi

BTW my .buildrc file contains:
MYTHTV_CONFIG_OPT_EXTRA="--disable-vdpau --enable-opengl --disable-vaapi
--arch=aarch64"
