I (Peter) have the same thing on a fire tv (i.e. tv with fire built in, 
not a separate fire stick). There seems no way to change refresh rates 
and the android system is not reporting a list of available refresh 
rates to the application.

Solution: disable "match original framerate" under "Playback" in the 
Settings.
