And on the mythtv forums, it was validated that
downgrading the libmysqlclient to the previous
bugfix version (before 8.0.24) works too.

I would have thought that an API impacting
change would not be introduced in a patch
(bugfix) update, but apparently some dev
in the Oracle org decided differently.
