Yes, but HLS Recorder Playlists can have more than one URL in them as
as the example playlist:

That seems silly.

Which is what an "HLS Tuner" (i.e. a Capture Card that points to an
.m3u file with multiple URLs in it) with multiple channels (URL) smells
an awful lot like.

Again, this feels quite parallel to an HLS "tuner" with multiple URLs
in it.

And that's the part that seems like it could be better designed to act
more like a single physical tuner that can tune channels that have
multiple streams.

I would suggest to think of an HLS Capture Card as an ATSC tuner with
only one physical channel but many logical sub-channels and apply
mulitrec to that.

No, but one HLS Capture Card can have multiple URLs, which could be
treated like "sub-channels".

And have one .m3u file per URL.  :-(

This all feels like it could be better handled as true multirec as I
describe above.

But thanks for the info.  I will do some reconfiguring here I guess.
