Is it hardware or software limit?   I will have to boot back into Kodi to
compare the playback on each.

I also have a Zotac Atom/Ion box which I used before the Pi.  I had some
stability issues, which led me to the Pi.   Maybe I’ll also do a clean
install on that and add that to the comparison.
