yes and yes :) I bought the Nuc second hand at a reasonable price. The 
Chromebox is a much better deal, you may be able to buy one for about 
US$120 on Black Friday (or similar) special as I did

Alternately go for an AMLogic S905 or S905x box eg. Odroid C2 etc and 
use Kodi as a front end. I intend to experiment with that approach 
(machine on order). More capable graphics, lower power and much cheaper 
than any Intel options.
