10 days is the testing migration delay for uploads done with
urgency=low.

These days the best practice default is urgency=medium[1], which
results in a 5 day delay.

If there is due cause then urgency=high can be used and results in, I
think, 2 days delay.

All that is subject to nothing else (RC bugs in dependencies for
example) delaying the migration of the package further than the minimum
ageing.

People can also pickup things from Sid in an emergency of course.
