There were a couple of motherboards that had the ability
to have an adapter that would support CEC (they offered
access to the serial line on the HDMI connector), but
they were few, and I do not think any recent gens. I do
not think any of the add-on nvidia or amd GPUs provided
access to the lines or provide the capability.
Looking at the P8 pictures, it seems like they are using
a butt-standard atmel chip to do the work. So, at
least in theory, you can design, build, and program
your own solution(*). There are numerous places that
do low volume low complexity circuit boards at not
too unreasonable prices, as long as you can find a
few dozen friends to purchase the extras and your
time for development is free. I would even bet that
if your google foo is strong you can find someone
who has already done some/all of the work for you.
(*) You do not have to use the atmel chips, there
are many others available, but the atmels tend to
be well understood, and really cheap, and the CEC
communications is so slow you do not need anything
really fancy or fast.
