That might be over-stating it a bit, but typically people with older
analog SD sets are watching content through some sort of STB now and
the STB should be able to be configured to take an anamorphic
widescreen signal and crop or letterbox it for 4:3 displays at the
viewer's discretion.  Even bargain basement DVD players from 10 years
ago generally had an option for setting up output for 16:9 or 4:3
displays.  An anamorphic encoding really is best for just about
everyone.  I don't know why this isn't universal.
