A legitimate question is how many people would purchase
such a service, and how much would they be willing to pay
per month for such a service to exist/survive.  I am going
to presume that TiVo (et. al.) have exclusive contracts with
their existing service bureaus to prevent competition without
compensation (and if they do not, they are being foolish,
and TiVo is certainly not foolish).
